PSA RSSO 4A to address the need of our Deaf clients

Philippine Statistics Authority CALABARZON conducted its 2023 Gender and Development (GAD) Seminar highlighting the need to know the Filipino Sign Language (FSL) in celebration of National Women’s Month at Techno Park Hotel, Sta. Rosa, Laguna on 13-14 March 2023. The event was headed by Regional Director Charito C. Armonia and participated by employees from PSA RSSO IV-A and online participants from PSA Provincial Offices of the region. Mr. Iñigo Alfonso M. Asilo, member and volunteer of Philippine Mental Health Association (PMHA) Batangas chapter and part of the Deaf and Hard of Hearing Community (DHHC) acted as one of the resource persons. Regular and Contract of Service Workers of PSA CALABARZON had a very fruitful and meaningful experience learning the basics of the FSL. The activity aims to provide basic knowledge on how to effectively communicate with members of the Deaf and Hard of Hearing Community (DHHC). Knowing the sign language, we can be able to communicate with our DHHC who can be clients of our frontlines services specifically at CRS Lipa Outlet. In addition, Ms. Hazel A. Magpantay, PMHA-Batangas Chapter Executive Manager introduced RA 11106, an Act Declaring the Filipino Sign Language as The National Sign Language of the Filipino Deaf and the Official Sign Language of Government in all Transactions Involving the Deaf, and Mandating its use in Schools, Broadcast Media, and Workplaces. As an NGO, PMHA has been an advocate on Mental Health awareness. But when Ms. Hazel encountered a client who is deaf, she then started to learn FSL and then became an advocate as well. Mr. Asilo proves that disability is not a hindrance towards success since he is a successful businessman himself. PSA employees were inspired upon learning some basic FSL for they would be able to communicate at least with the local deaf community. Ms. Maide O. Jader, City Civil Registrar of Tayabas City, Quezon was also our resource speaker on Gender Sensitivity, Gender and Development Laws, GAD Issues and Use of Gender Fair Language. She emphasized that government agencies shall adopt gender mainstreaming as a strategy to promote women’s human rights and eliminate gender discrimination. She is very much knowledgeable on GAD and the participants got points from her on how to improve our GAD Plan and Budget. She also pointed out that there are specific laws on civil registration and others which has GAD issues that need to be addressed. She stressed in her discussion that laws (or directives) should not to have discriminatory statements on women (and men), that is, we should treat them as equal. (SGD.) CHARITO C.
