The Philippine Statistics Authority - Regional Statistical Services Office (PSA-RSSO) IV-A, through the Locally Funded Project (LFP) - PhilSys Fund for Calendar Year (CY) 2021 intends to apply the sum of Two Million Six Hundred Eighty-Six Thousand and Six Hundred Seventy-Five Pesos (Php 2,686,675.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Supply and Delivery of Common Use Supplies and Other Materials for the Philippine Identification System (PhilSys) Step 2 Registration of PSA Quezon under the Public Bidding for PSA Contract No. 2021-RBAC-002. Bids received in excess of the ABC shall be automatically rejected at bid opening. The PSA-RSSO IV-A now invites bids for the above Procurement Project. Delivery of the Goods is required by not later than November 04, 2021. Bidders should have completed, within one (1) year from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. Bidding is restricted to Filipino citizens/sole proprietorships, partnerships, or organizations with at least sixty percent (60%) interest or outstanding capital stock belonging to citizens of the Philippines, and to citizens or organizations of a country the laws or regulations of which grant similar rights or privileges to Filipino citizens, pursuant to RA No. 5183. Interested bidders may obtain further information from PSA – RSSO IV-A and inspect the Bidding Documents at the address given on page 5 during weekdays from Monday to Friday (8:00 a.m. to 5:00 p.m.) except on declared special and regular holidays. A complete set of Bidding Documents may be acquired by interested Bidders on September 21, 2021 from the given address and website(s) on pages 5-6 upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of Five Thousand Pesos (Php 5,000.00). The PSA – RSSO IV-A will hold a hybrid Pre-Bid Conference on September 27, 2021 at 9:00 a.m. (PSA Bundy Clock) at Philippine Statistics Authority, RSSO IV-A, Bldg. C, Fiesta World Mall, Brgy. Marawoy, Lipa City, Batangas, face-to-face and/or through video conferencing or webcasting via Zoom Platform, which shall be open to prospective bidders. Bids must be duly received by the BAC Secretariat through manual submission at the office address indicated below on or before 5:00 p.m. (PSA Bundy Clock) of October 11, 2021. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9.
