ADDENDUM NO. 1
EARLY PROCUREMENT OF MANPOWER AGENCY FOR SECURITY AND JANITORIAL SERVICES AT PSA CALABARZON FOR 2025
In relation to the Pre-Bid Conference held on November 29, 2024, the following clarification from prospective bidder are being posted for the information of all concerned. This shall form an integral part of the bidding document for the above-stated project.

Kings 2000 Security Services Corp. asked if they should follow the provision of the newly implemented Republic Act 11917 on the Administrative Fee which shall not be less than 20% of the total contract cost for Security Agencies.
| Bidders shall follow the Section 9 of the RA No. 11917 ("The Private Security Services Industry Act") which requires that the minimum administrative fee that can be charged by the security agency to the Procuring Entity shall not be less than twenty percent (20%) of the total cost. Additionally, bidders must adhere to all applicable labor laws and regulations. Accordingly, in line with Section 31 of RA 9184 and relevant GPPB issuances, the Approved Budget for the Contract (ABC) of the procurement activity shall be the upper limit or ceiling for bid price and that there shall be no lower limit to the amount of the award. Therefore, all submitted bids must account for all legal and regulatory requirements in their benefit calculations. |
