NUMBER OF APPROVED BUILDING PERMITS
A total of 3,846 private building constructions based on approved building permits were reported in the province for the year 2024. This number marked a decrease of 10.6 percent compared to the 4,303 approved building permits recorded in 2023.
Lucena City had the highest number of approved building permits with 597 or 15.5 percent followed by City of Tayabas with 562 or 14.6 percent. Infanta came next with 297 (7.7%) approved building permits followed by Lucban with 267 or 6.9 percent.
Residential building constructions recorded a total of 2,757 comprising 71.7 percent of the total approved building constructions in the province during the year. This reflected a decrease of 14.1 percent from the previous year’s 3,210 residential constructions.
On the other hand, the total non-residential building constructions recorded a share of 976 (25.4%), lower by 2.4 percent from the previous year’s 1,000 non-residential constructions.
Approved applications for additions, with a total of 113 increased by 2.9 percent from last year’s figure of 93. Alterations and repairs of existing structures with a total of 174 decreased by 3.3 percent from 180 applications recorded on a year-on-year basis.
VALUE OF CONSTRUCTION
The total value of constructions during the reference year reached PhP 9.50 billion, indicating a decrease of 6.0 percent from PhP 10.10 billion recorded in 2023. The average cost of construction in the province was computed at PhP 12,408 per square meter, excluding the value of alterations and repairs, demolitions and street furnitures

By type, residential constructions accounted for the biggest value with PhP 4.71 billion or 49.7 percent of the total value of constructions in the province. Of this amount, PhP 3.58 billion went to single type residential units accounting for 75.9 percent of the total value of residential construction. The average cost of residential construction per square meter was computed at PhP 14,158.
Non-residential building constructions on the other hand, was valued at PhP 4.50 billion comprising 47.4 percent of the total value of constructions. The average cost of non-residential building constructions in the province was calculated at PhP 10,967 per square meter.
Furthermore, the value of constructions classified as additions reached PhP 277.76 million or 2.9 percent.
RESIDENTIAL BUILDING CONSTRUCTIONS BY TYPE
Of the 2,757 new residential building constructions, 2,274 (82.5%) were single detached. The rest comprising 17.5 percent included duplex/quadruplex, apartments/accesoria, and other types of residential buildings.
NON-RESIDENTIAL BUILDING CONSTRUCTIONS BY TYPE
Most of the new non-residential building constructions in 2024 were commercial buildings with 650 or 66.6 percent of the total non-residential building constructions. Institutional building constructions shared 22.0 percent (215) followed by industrial buildings accounting for 8.4 percent (82). Agricultural buildings only comprised 3.0 percent (29).
