A.   Regional   1.    Incidences and Magnitude   Based on the preliminary results of the 2021 Family Income and Expenditure Survey (FIES), the poverty incidence among families or the proportion of Filipino families in CALABARZON with incomes that are not sufficient to buy their minimum basic food and non-food needs was estimated at 7.2 percent. Moreover, poverty incidence among population was at 10.2 percent or about 1.7 million poor Filipino residents of the region.   Subsistence incidence or the proportion of Filipino families in CALABARZON whose incomes were not sufficient to meet the basic food needs was recorded at 1.6 percent or about 66 thousand families. In terms of number of persons, about two in every 100 Filipino residents in the region was not able to meet their food needs in 2021. Table 1. Monthly Poverty and Thresholds, Incidences and Magnitude of Poor and Food Poor in CALABARZON: 2015, 2018, and 2021P         The poverty incidence among families and population in CALABARZON were lower than the estimated national poverty incidence among families and population which was about 13.2 and 18.1 percent in 2021, respectively.   2.    Thresholds and Income   The average family income needed to meet the minimum basic food and non-food needs of a family with five members was estimated at PhP 12,941 per month. This amount is also called as the poverty threshold, which was higher by 11.2 percent from the estimated PhP11,637 monthly poverty threshold in 2018. On the other hand, the average family income needed to meet the minimum basic food needs of a five-member family in 2021 was placed at PhP 8,886 per month. Table 2. Monthly Poverty and Food Thresholds in CALABARZON: 2015, 2018, and 2021P   Note that sources of income include wages and salaries, entrepreneurial activities, and other sources of income. The other sources of income include net share, cash receipts from abroad and from domestic source, rentals received, interest, pension, dividends, net receipts, received as gifts, and imputed rent.   B.   Provincial and HUC   At the provincial level, the province with the highest poverty incidence among families in 2021 was Quezon estimated at 16.3 percent. This was followed by Cavite at 7.1 percent, Laguna at 6.9 percent. Meanwhile the lowest poverty incidence among families was recorded in the province of Batangas and Rizal at 4.3 percent.   All provinces in CALABARZON posted a higher poverty incidence among families compared to 2018, except for Batangas which posted a decrease of 4.3 percentage points from an 8.6 percent poverty incidence among families in 2018.  Meanwhile, the provinces of Cavite, Laguna and Rizal had posted higher poverty incidences among families in 2021 compared to 2015.   In terms of poverty threshold, Cavite posted the highest poverty threshold in 2021 at PhP14,935 on the average per month for a family of five. While Quezon posted the lowest poverty threshold at PhP11,313 on the average per month. All provinces in the region posted higher poverty threshold per family per month in 2021 except for the province of Batangas which posted a decrease of 6.8 percent, from PhP13,778 in 2018 to PhP12,845 in 2021.       The poverty incidence among families in the City of Lucena was estimated at 6.4 percent in 2021. Quezon province was observed to have higher poverty incidence when it excludes the City of Lucena. Table 4. Poverty Incidence among Families, by Province and HUCs (in percent): 2018, 2021P                                       C.   Cluster of Provinces in CALABARZON   In 2021, four out of 5 provinces in the region belonged to cluster 5 or the least poor cluster, these include the provinces of Batangas, Cavite, Laguna and Rizal. Meanwhile, the province of Quezon including Lucena City was included among provinces in cluster 3.   Changes in clusters were observed for Batangas, which was in cluster 4 in 2015 and 2018, then moved to cluster 5 in 2021; and Quezon, which was in cluster 4 in 2015 and 2018, then moved to cluster 3 in 2021.  A positive movement for Batangas means that poverty incidence had decreased in the province; while for Quezon, poverty incidence had worsened possibly because of the pandemic.
