Functional Literacy Rate of Population 10 to 64 years old by sex, CALABARZON Philippines: 2019 Source:  Philippine Statistics Authority, 2019 Functional Literacy, Education and Mass Media Survey   The functional literacy of population 10 to 64 years old in CALABARZON was posted at 95.4 percent based on the results of the 2019 Functional Literacy, Education and Mass Media Survey (FLEMMS). It is 3.8 percentage points higher than the functional literacy rate in the country which was 91.6 percent. Females (96.0 percent) had a higher functional literacy than males (94.9 percent). Likewise, females had higher functional literacy than males at the national level with 92.9 percent and 90.2 percent, respectively.   For every 100, 95 of the population aged 10 to 64 were functional literate   Functional literacy is the ability of a person to read, write, compute and comprehend. Persons who have completed at least four years of secondary education are classified as functional literate. Figure 2 shows the functional literacy rate of population 10 to 64 years old in 2013 and 2019 results of FLEMMS. The functional literacy rate of the region in 2019 was 0.4 percentage points higher than the results in 2013. By sex, male functional literacy rate slightly increased by 1.2 percentage points compared to the figure in 2013 (93.7 percent). While female functional literacy slightly decreased by 0.2 percentage point from 96.2 percent in 2013 to 96.0 percent in 2013. However, the increase or decrease in percentage is not statistically significant.   Figure 2. Only 3.0 percent of persons who have no grade completed or received early childhood education were considered functional literate (Figure 3). Overall, 85.7 percent of population 10 to 64 years old in the region can read, write, compute and comprehend or is functional literate (Table 2).   Figure 3. Moreover, around one-fourth or 24.3% and 9.7% of the population in CALABARZON were in literacy level 3 (can read, write, compute and comprehend) and literacy level 2 (can read, write and compute), respectively.   Table 1.
