WHAT IS CRASM? The Certificate of Registration of Authority to Solemnize Marriage (CRASM) is a certificate issued to a Solemnizing Officer (SO) certifying the registration of his/her authority to solemnize marriage after complying with the requirements.                       This certificate indicates that the SO is authorized to solemnize marriages under his territorial jurisdiction within the period specified.    The CRASM shall be valid for a period of three years and shall expire on the thirty-first day of December of every third year and shall be renewed within the last quarter of the expiration year.   The effective date of the authority to solemnize marriage shall be indicated in the CRASM.    CRASM APPLICATIONS RECEIVED Figure 1 shows the number of CRASM Applications received by PSA Regional Statistical Services Office 4A from January to June 2023 with a total of 550 applications. Figure 1. Total Number of CRASM Applications Received by RSSO 4A  from January to June 2023: Figure 1 shows that the there is a downward trend on the CRASM applications received from January to May. However, it increased by 12% during the last month of the second quarter. The renewal of the CRASM is scheduled every third year and shall be renewed within the last quarter of the expiration year. Thus, the number of CRASM applications received by RSSO 4A during the first semester of 2023 posted a large decrease compared to the last semester of 2022 wherein RSSO 4A received 1,102 applications from the PSA Provincial Offices.    Figure 2 shows the comparison of the total number of New Applications against Applications for Renewal.   The figure shows that RSSO 4A received more new applications during the first six months of 2023.    Figure 2. Total Number of CRASM Applications Received New vs. Renewal (January to June 2023) Figure 2 shows that during the first six months of 2023, RSSO 4A received 303 new applications or 55 percent and 247 applications for renewal which is 45 percent of the total.     Figure 3 shows the number of new applications and applications for renewal received during the first quarter compared to applications received during the second quarter.   Figure 3. Total Number of CRASM Applications Received New vs. Renewal, Q1 vs. Q2 Figure 3 shows that during the first quarter, there are more applications for renewal, on the other hand, there are more new applications received during the second quarter.   The CRASM applications submitted to RSSO 4A were received,screened, and evaluated in the PSA Provincial Offices. Upon evaluation and confirmation of the authenticity and completeness submitted by the Solemnizing Officers, applications are forwarded to the regional office for further screening, validation,encoding of the information to the Solemnizing Officers Information System (SOIS), and preparation of the CRASM which are then forwarded to the PSA Regional Director for approval and signature.   Figure 4 shows that during the first quarter, the highest number of applications is from the Province of Laguna. Subsequently, during the second quarter, the Province of Rizal submitted the highest number of applications.    Figure 4. Total Number of CRASM Applications Received per Province Q1 and Q2 Figure 4 also shows that throughout the first semester of 2023, the Province of Rizal submitted the highest number of CRASM applications, 185 (34%), followed by Laguna, 165 (30%), Cavite, 116 (21%), Batangas, 48 (9%), and Quezon, 36 (7%).     (SGD.)
